Chief of Strategy & Policy Officer

DCVMN International is seeking to strengthen its executive team and has an opening for a

CHIEF OF STRATEGY & POLICY OFFICER (CDD)

The candidate is ultimately responsible for the overall strategic relations and management of the organization and all aspects of the organization’s policies and governance. This primarily involves the supervision of office activities and coordination of the network, including but not restricted to the points listed below

The Chief of Strategy & Policy will also be a key player in advocating for the network and members interests to other organizations and stakeholders.

RESOURCE DEVELOPMENT AND MAINTENANCE:
Review grants proposals and other funding applications. Develop and maintain a donor portfolio for both monetary and non-monetary resources. Develop and maintain a Reporting system of the donor management. Work with Board/EC in any fund-raising events or activities.

NETWORK OPERATIONS AND PROGRAMS PLANNING:
Analyze and implement a strategic plan of all the action plans and projects, policies and procedures. Review and approve quarterly program report as requested by donors. Develop and maintain aReporting for initiatives and activities of the network. Optimize effective collaboration, coordination and communication among the members, identifying organizational challenges (legal, finance, etc.) Ensure DCVMN is conducting its activities in full compliance with the local law requirements.

EXTERNAL RELATIONS:
Promoting activities and interests according to the Executive Board/Committee mandate. Develop and maintain relationships with all appropriate groups, agencies, organizations, including (but not limited to): GAVI / UNICEF / BMGF / WHO/ PAHO and related global health stakeholders. Oversee press articles and any media coverage Managing public relations material.

INTERNAL RELATIONS:
Work closely with the Secretariat (define secretariat members) in a collaborative environment. Hire and supervise administrative and management staff. Write and revise, as necessary, the job descriptions for all future staff within the office. Manage annual performance evaluations.

GOVERNANCE:
Support and manage all Executive Board/Committee meetings and related committees. Oversee implementation of all Board policies, procedures, decisions, etc. Reporting of activities to the board on a regular basis.

BUDGET AND FUNDRAISING MANAGEMENT:
Ensure the financial health of the organization. Oversee treasury operations, including audit of financials. Submit monthly and quarterly financial reports to donors (as required). Review and approve all monthly and quarterly reports and documentation. Work closely with the treasurer for preparing the annual budget.

QUALIFICATIONS:
Experience · Significant experience in a leadership role with a dynamic, growing organization · At least 10 years of overall work experience, including 5 years of related experience in the vaccines field· Proven leadership experience in a non-profit, public service agency or public advocacy · Well experienced in multi-stakeholder management with representatives of external parties · Experience in fundraising; Skills · Proven capability to advocate interests of the organization’s members and its work and philosophy to key external parties · Strong skills in public relations, corporate governance, general management, budget management, resource development and maintenance, program planning · Analytical and problem-solving skills; · Experienced public speaker adept at facilitating discussions; · Fluency in English · Ability to convert strategy into actionable plan and work towards execution with the secretariat · Ability to draw out a shared vision for the Network with EB’s backing.

Academic Qualifications · MBA or masters’ degree in Business Administration or Public Health Management or equivalent.

This post is under a contract of determined duration (CDD) for 12 months renewable based on performance.
